What's the minimum budget for this to make sense?
It depends on the market and the goal, so we don't quote a generic number. What we will say: if the budget can't cover the creative volume the engine needs, more money in media won't fix it.
Can it be measured if the sale isn't online?
Yes, but you have to define what gets measured. Micro-conversions, store visits, qualified enquiries, coupon use. Without online sales the metric changes; what doesn't change is that it has to exist before you start.
Do you run the account or audit it?
